The heifer is used as a sacrifice to the LORD and as a cover up for sins. The elders of the city represents the leaders of that city.

1 Samuel 16:2 (Amplified Bible)

Same scenario happened and we see Pontius Pilate washing his hands over JESUS, the heifer that is sacrificed.

So when Pilate saw that he was getting nowhere, but rather that a riot was about to break out, he took water and washed his hands in the presence of the crowd, saying, I am not guilty of nor responsible for this righteous Man’s blood; see to it yourselves.

It was an act that showing that he's not guilty of killing JESUS though the LORD JESUS CHRIST has given him every opportunity in the world to accept JESUS as his own LORD and SAVIOR.

Surely then in vain have I cleansed my heart and washed my hands in innocency.
