"And the teachers and those who are wise shall shine like the brightness of the firmament,"

2. consider, expert, instruct, prosper, deal prudently, skillful, to have good success, teach, wisdom
Shine or "zahar" in Hebrew meaning:
1. to gleam
2. to enlighten
3. admonish, shine, teach, warn
Brightness or "zohar" in Hebrew meaning:
1. brilliancy
2. brightness
Firmament or "raqya" in Hebrew meaning:
1. an expanse
2. firmament
3. visible arch of the sky

As believers we shine like sun in the sky, and our brightness shines in the way we live thru our lifestyle of faith and these are exposed to unbelievers, the one that they listen to is your own life that you display to them much more that what you say. We are an open book to them. They see where we go every Sunday.
B. Soul-winners will shine like the stars
"and those who turn many to righteousness (to uprightness and right standing with God) [shall give forth light] like the stars forever and ever"
As an additional bonus of reward to us by GOD, we can also shine at the same time as stars if we evangelize or soul win others for CHRIST.
Turn or "tsadaq" in Hebrew meaning:
1. to be right
2. cleanse, clear self
3. justify
4. righteousness
Many or "rab" in Hebrew meaning:
1. abundant
2. abound
3. plentous
So it's just not one deal, that you soul win and then forget about it, you lead them to righteousness, you train them to be like you - a believer and follower of CHRIST.

Before John the Baptist was beheaded he was a mighty evangelist and soul winner for the LORD.

I remember a person I evangelize before several years turn into a pastor now he pastors a church. You'll never know. You can't judge or see from the external appearance. What you need to do is consider everyone you evangelize a pastor or evangelist in the making.
