Sword or "chereb" in Hebrew meaning:

In a place there's no drought, the wicked feels the dryness. While in a rich land, the wicked still feels the same. The righteous can give thanks to the LORD for everything. The wicked or unbelievers can't be content if they receive more money than righteous people.

B. GOD renders judgement and recompense on those who hate Him
"I will wreak vengeance on My foes and recompense those who hate Me."
Vengeance or "naqam" in Hebrew meaning: avenged + quarrel.
Enemies or "tsar tsar" in Hebrew meaning:
1. narrow
2. tight place
3. opponent
4. anguish, close, distress, enemy, flint, foe, narrow, small, sorrow, strait, tribulation, trouble
Reward or "shalam" in Hebrew meaning:
1. to be safe (in mind, body or estate
2. completed
3. friendly
Hate or "sane" in Hebrew meaning: enemy, foe, hate.
We usually bless ourselves and our brethrens with "shalom shalom" - Peace and the Prince of Peace be with you. But when we say "shalam" the people will receive his/her reward. It's automatic, when we lay our hands and say "Shalom shalam" Peace to those who lives the Prince of Peace and reward/punishment to those without the LORD.
Illustration: We don't know men's hearts, supposing there's a man pretending to be a believer and we lay hands on him (as we usually do to believers), instead of bringing peace to him, we will bring destruction on him.

We are usually covered with grace if we suddenly laid hands on a willful sinner. That's why a worker of the church has to be tested for a long time, if they will stand the test of time.
