To show that justice and righteousness goes together to judge the wicked and protect the righteous.

Habakkuk 1:4
Therefore the law is slackened and justice and a righteous sentence never go forth, for the [hostility of the] wicked surrounds the [uncompromisingly] righteous; therefore justice goes forth perverted.
V. THESIS:
Praise, worship and thank You very much LORD JESUS for all the revelations You've given to me that justice, righteousness will always go together and without the other it will all be chaos and perversion. Only You Oh, GOD ALMIGHTY, ministers justice to your people in righteousness.
2 Samuel 8:15
So David reigned over all Israel, and executed justice and righteousness for all his people.

And He will judge the world in righteousness (rightness and equity); He will minister justice to the peoples in uprightness.

C. Purpose: To remind the prophet himself and his listeners that the God of Israel is the true God, the one in control of everything and every event. He can be trusted, even in the face of the mysterious circumstances of life, which often appear to contradict his sovereign control.
D. To Whom Written: Judah, and God's people of all times who may be asking the "difficult" questions of life.
E. Main Theme: The mysteries of providence.

VIII. MAIN BODY:
A. The law is slackened/sluggish. Righteousness and justice never go forth
"Therefore the law is slackened and justice and a righteous sentence never go forth,"
Law or "torah torah" in Hebrew meaning:
1. precept or statute
2. Decalogue or Pentateuch - law
Law symbolizes any country law and in this case, it's the Philippine law we're talking about.
Judgement or "mishpat" in Hebrew meaning:
1. verdict or sentence
2. sentence or formal decree
3. divine law
4. order, ordinance, right, sentence, judgement
Divine Law always brings judgement. The innocent are freed and the guilty are punished.
The innocent are clear of great transgression. Therefore innocent are not to be punished.
Psalms 19:13
Keep back Your servant also from presumptuous sins; let them not have dominion over me! Then shall I be blameless, and I shall be innocent and clear of great transgression.
Proverbs 6:29
So he who cohabits with his neighbor’s wife [will be tortured with evil consequences and just retribution]; he who touches her shall not be innocent or go unpunished.
But if you make it opposite, you are guilty of bringing judgement to the innocent and protecting the guilty.
Isaiah 5:20
Woe to those who call evil good and good evil, who put darkness for light and light for darkness, who put bitter for sweet and sweet for bitter!
In the Philippines, that's just what is happening. Perverted justice. Justice for the rich only and no justice or "just tiis" (just endure) for the poor. Only the rich can afford to buy justice.
This is not new thing that happened in the Philippines, unfortunately, it also happened during the time of King Solomon. Hence Solomon said, "I have seen slaves on horses, and princes walking like slaves on the earth."
Ecclesiastes 10:7
I have seen slaves on horses, and princes walking like slaves on the earth.
This is what you will get if righteous people are punished and not given the power to make laws while the wicked go free and doing what their heart desires.
In this coming 2016 Presidential election, things must change, let GOD rule with Divine Justice, Righteousness and His Loving Kindness. GOD must remove these wicked politicians seated on His (GOD) throne before the Philippines can really be established in righteosness not just "ningas cogon" (sugar coated).
Proverbs 25:5
Take away the wicked from before the king, and his throne will be established in righteousness (moral and spiritual rectitude in every area and relation).
B. Hostility of the wicked surrounds the righteous, therefore justice is perverted

Vote buying and cheating still prevails here in the Philippines, whoever is rich, gets the position of a politician. They can buy their way, that's why when they are seated in governmental power, they used every trick in the book to get money all they want, to pay for their investments.
James 2:6-7
But you [in contrast] have insulted (humiliated, dishonored, and shown your contempt for) the poor. Is it not the rich who domineer over you? Is it not they who drag you into the law courts?
Is it not they who slander and blaspheme that precious name by which you are distinguished and called [the name of Christ invoked in baptism]?
Jeremiah 12:6
For even your brethren and the house of your father—even they have dealt treacherously with you; yes, even they are [like a pack of hounds] in full cry after you. Believe them not, though they speak fair words and promise good things to you.
For example, GOD'S servants or the government official are there to serve GOD, but they will say they serve men.
Romans 13:1
LET EVERY person be loyally subject to the governing (civil) authorities. For there is no authority except from God [by His permission, His sanction], and those that exist do so by God’s appointment.
If government's power are only due to GOD's permission, GOD's sanction and GOD's appointment, who do you think these government officials are to serve? GOD of course, it's very obvious, but to please men, they will say they will serve the people.
Ephesians 6:6
Not in the way of eye-service [as if they were watching you] and only to please men, but as servants (slaves) of Christ, doing the will of God heartily and with your whole soul;
Philippians 2:12
Therefore, my dear ones, as you have always obeyed [my suggestions], so now, not only [with the enthusiasm you would show] in my presence but much more because I am absent, work out (cultivate, carry out to the goal, and fully complete) your own salvation with reverence and awe and trembling (self-distrust, with serious caution, tenderness of conscience, watchfulness against temptation, timidly shrinking from whatever might offend God and discredit the name of Christ).

Isaiah 32:5
