    Sebaste was the capital, located in the heart of the mountains of Samaria, about 40 miles north of Jerusalem. This site was known as Shomron throughout the Old Testament – meaning, “watch tower” in Hebrew. In about 30 BC, the Roman Emperor Augustus awarded the city to Herod the Great.
