1:7 Regarding angels he says, The messengers are winds, the servants are tongues of fire.

Psalms 104:4 (The Message)

104:4 You commandeered winds as messengers, appointed fire and flame as ambassadors.

A. Angels are like winds

"Regarding angels he says, The messengers are winds,"

Like the winds, you see it's effect but you can't see the wind itself.

In the Greek, the word used is "spirits", meaning angels have no body and soul, just spirit or breath, breeze, vital principle, mental disposition, ghost, life, mind.

Hebrews 1:14 (Amplified Bible)

1:14 Are not the angels all ministering spirits (servants) sent out in the service [of God for the assistance] of those who are to inherit salvation?

Psalms 103:20-21 (The Message)

103:20 So bless God, you angels, ready and able to fly at his bidding, quick to hear and do what he says.

103:21 Bless God, all you armies of angels, alert to respond to whatever he wills.

Daniel 7:10 (The Message)

B. Servants are like fire

"the servants are tongues of fire."

In the Greek, it's more like, "blazing, fiery fire". Servants are worshipper of GOD, a public servant, functionary in the Temple. As a believer, we are ministers of GOD. If our GOD is a consuming fire, then we are flames of fire, in His Presence. The fire empowers the flames of fire.

Deuteronomy 4:24 (Amplified Bible)

4:24 For the Lord your God is a consuming fire, a jealous God.

Isaiah 30:27 (Amplified Bible)

30:27 Behold, the Name of the Lord comes from afar, burning with His anger, and in thick, rising smoke. His lips are full of indignation, and His tongue is like a consuming fire.
