A. GOD's desire is to show us and make His Purpose very clear

"Accordingly God also, in His desire to show more convincingly and beyond doubt to those who were to inherit the promise the unchangeableness of His purpose and plan,"

Isaiah 54:9-10 (Amplified Bible)

54:9 For this is like the days of Noah to Me; as I swore that the waters of Noah should no more go over the earth, so have I sworn that I will not be angry with you or rebuke you.

There's no need for an oath because GOD Himself who is Eternal and Unfailing GOD, is more than enough, but to make it more clear for us, GOD took an oath.
